BRRRC (Budget Reallocation/Reduction Revision Committee):

An email was sent out the last week of Sept. soliciting feedback regarding the BRRRC (Budget Reallocation/Reduction Revision Committee) charter. If you have not yet responded, the BRRRC is still accepting input from UAAD's general membership into affecting possible changes of the current procedures.

First, a bit of history:
The beginning of Sept., UAAD representation was requested at a review of the current procedures for Budget Reallocation/Reduction Procedures. An adhoc committee, composed of a UNOPA, a UAAD and an ASUN rep, two Faculty Senate reps, and two APC reps was formed. Helen Fankahuser is the current UAAD rep. We met again on Sept. 16th, and plan to meet weekly from Sept. 30th. - Nov. 16th to prepare the revised document for review. Here is our current time line:

  • Work on recommendations September 2 - November 16
  • Ask for administrative input by November 16
  • Revise recommendations based on administrative input by December 6
  • Ask for second round of administrative input by December 9
  • Finish recommendations by December 18
  • Recommendations for vote by each group January/February

The BRPRC Committee identified the following general concerns with the present procedures:

  1. Input comes from the Department Chair to the Dean to the Vice Chancellors and then to the Chancellor, recommending that before Department input is sent to the Dean, all appropriate groups (faculty, staff and perhaps even students) be included in formulating that input. Who should be involved in the decision making?
  2. How do we make the process more transparent so that everyone knows where we are in the process as it unfolds.
  3. Should UNOPA and UAAD representative's be added to APC when this process is invoked?
  4. If yes to #3, should UNOPA and UAAD be represented, but not have voting power at all APC meetings, or only be present and vote when the process is invoked?
  5. If you have time, please review the document, titled, "Procedures to be Invoked for Significant Budget Reallocation and Reductions".It can be found at http://www.unl.edu/ucomm/chancllr/2009budget/. Scroll to the bottom of the page. It is under the 2009 UNL Budget Reduction Documents heading. Comment here where you feel document is confusing, needs clarification.

Let's make an impact by forging our proposed changes, presenting them to the representative groups, who will then present them to the chancellor for his review. Let's attempt to implement change for the better! If you're interested in being further involved, please contact Helen Fankhauser @ hfankhauser@unl.edu.
